Chiba city and parents agree on settlement; junior high school student death due to judo injury

Chiba city agreed to pay a settlement of 35 million yen to the parents and the brother of Shinji Omachi (14), who died from the judo injury received during the after-school club practice at Midorigaoka Junior High School in 1991. The parents had sought 54 million yen against the city, claiming that the teacher in charge of the club failed to ensure safety. The city stated that the settlement would officially be concluded on March 16 after the city assembly approved the settlement.
According to the petition, Shinji Omachi attended judo practice at the dojo of Satsukigaoka Junior High School after class on July 6, 1991. He severely hit his head during randori (free sparring) and died the next day. The plaintiff stated “The teacher of the club neglected the obligation of safe instruction, including consideration of physical strength difference.”
“It is regrettable that the student died under the control of the school. Considering the severity of the outcome and the sorrow of the family, the city sincerely accepts to pay the settlement,” said Mr. Akiba, the head of the Chiba City Board of Education.
